Special Election for Emergency Services Building, Annual Reorganization of Council
There will be a Special Election held on March 14, 2017, on Bond Ordinance 2016-020, providing for the construction of an emergency services building for the Roosevelt First Aid Squad and the Roosevelt Fire Department. The ordinance would appropriate $600,000 for construction and authorize the issuance of $571,400 in bonds and notes to finance a portion of the cost, authorized in and by the Borough of Roosevelt.
Water and Sewer Work Halted
All work on the water and sewer utilities has been halted. There will be a second referendum vote in May to settle issues around funding the engineering work and studies needed to address the additional work.
Council Reorganizes
As is customary in a new calendar year, the Council voted via consent agenda to approve resolutions related to the normal standard operations of the Borough: appointment of Borough officials, establishing meeting schedules, and designating official Borough newspapers, banks, insurance, etc. Other resolutions were tabled for further discussion, such as contracts for legal, engineering, auditing and other services to the Borough.
The Council Committees were reorganized as follows:
Administration: Stacey Bonna as Chair; Jill Lipoti and Michael Hamilton
Utilities: Jill Lipoti as Chair; Stacey Bonna and Joe Trammell
Public Works: Michael Hamilton as Chair: Stacey Bonna and Jill Lipoti
Community Development and Code Enforcement: Michael Ticktin as Chair; Joe Trammell and Peggy Hamilton
Environment, Health and Safety: Joe Trammell as Chair; Michael Ticktin and Peggy Malkin
Finance: Peggy Malkin as Chair; Michael Hamilton and Michael Ticktin
In addition, the following Councilmembers will serve as representatives of the following organizations:
Councilmember Malkin--Roosevelt Planning Board, as well as the Roosevelt Recreation Department
Councilmember Ticktin--Roosevelt Senior Organization, as well as Borough Historian
Councilmember Bonna --Roosevelt Environmental Commission
Response to Gas Station Site RFP
The Borough has recently received interest in response to the Request for Proposals for the gas station site. There is a medical marijuana dispensary company who is interested in placing greenhouses on the north end of the property and having the dispensary on the south end. Most of the product would be delivered to the patients’ homes. Mayor Ellentuck requested and received Council’s approval to respond to the medical marijuana company that the Borough did not have any overarching objections to their use of the space, and was open to further discussions around zoning, planning, security, etc.

- A YES vote will authorize funding of the construction of an emergency services building.
- A NO vote will decline funding the construction of an emergency services building.
